Adjusting the Handbrake?

Iam facing a strange problem...ive put my rebuild Z31 calipers on my car & and now the handbrake only work around the last two teath´s.
My Pads are new...so it should bite the disc even much more early. on the bench they worked fine...even setting the cabel more tight didnt change much


any advice?
