Not sure where you're taking your voltage readings but with the car running that 13.68 volts simply indicates your alternator is charging the battery. The fan, if electronic, is surely controlled by thermal switching. The fsm will surely indicate the temp range where it actuates.

It originally came with a belt driven fan. If it has been modified with an electric, you need to figure out whether they even installed a thermostat control, and where the adjustment switch is.
