Blower Motor quit

Blower motor on the SE decided to quit working, there's no power at the connector.  Weird thing is, the slot in the fuse block that's labeled for the blower motor has no fuse, no socket for a fuse, and no wire running to that slot.
I did find a short ground wire hanging loose under the dash, but I'm not sure where it's supposed to connect.  Has anyone had any experience with this?

My guess is someone before you did some rewiring because the oem circuit is shorting out somewhere.  I would check the fuse box for any other blown fuse under the dash and under the hood.  If there's no blown fuse I would test if the blower works by running a temporary 12v fused supply.
